Dan is on a mission to improve patient health through patient empowerment over their own healthcare.  He has spent much of the past decade developing personal health records (PHR) and related applications to improve patient health by enabling them to collaborate with their medical care providers.  He was the contractor manager of the award winning MyHealtheVet PHR of the Department of Veterans Affairs (DVA) that serves many of America’s 21 million veterans.   He is now leading the development of the Indian Health Services’ (IHS) PHR, an enterprise web portal for the 1.9 million IHS patients that meets HITSP requirements and Meaningful Use criteria.  He is the recipient of the US Surgeon General’s certificate for outstanding scientific, public health and administrative contributions for his leadership in making the My Family Health Portrait web application standard and inter-operable.  As a healthcare industry expert, Dan also served as the Portfolio Manager of the Nationwide Health Information Network (NHIN), where he led the development of plans to achieve NHIN strategic objectives, and established NHIN governance and management processes to realize those plans.

Prior to founding Incremental, Dan served as portfolio manager, account manager, project manager, release manager, and quality assurance manager for numerous information technology (IT) and business process improvement initiatives.  In addition to serving in the Department of Health & Human Services’ (HSS) Office of the National Coordinator (ONC), the DVA and IHS, he has advanced Healthcare IT at the Centers for Medicaid and Medicare Services (CMS) and the National Institutes of Health (NIH).  For IBM, he served as project controller for a $128 million financial systems integration program for USAID, and a quality assurance manager for implementation of CMMI. Dan is an ardent Agilist, using the process for all projects he manages.  He is a Certified Scrum Master (CSM), is certified in the Rational Unified Process (RUP), and has completed coursework in CMMI, Earned Value Management (EVM), and Software Quality Engineering (SQE) from the American Society for Quality (ASQ).  Dan has a BS in Marketing and Human Resources and is a member of the Health Information Management Systems Society (HIMSS).
